On the other hand, Recep Tayyip Erdogan, who dreams of resonining the Ottoman Empire, has used the Barcelona agreement to use refugees and asylum seekers as a human shield against the European Union. With the latest information, it has received six billion euros from the European Union to close its borders and take in refugees. Because of its gravity, the Arab-Israeli conflict is the one that most affects the Union for the Mediterranean.  Following an armed conflict between Israel and Gaza between December 2008 and January 2009, the Arab Group refused to meet at a high level, thus blocking all ministerial meetings scheduled for the first half of 2009.  The arab foreign ministers` refusal to meet with their Israeli counterpart Avigdor Lieberman also led to the cancellation of two foreign ministers` meetings in November 2009 and June 2010.  The sectoral meetings of the Union for the Mediterranean have also been influenced by Israel`s relations with the Palestinian civilian population under its control. At the Euro-Mediterranean Ministerial Meeting on Water held in Barcelona in April 2010, the Water Strategy was not adopted due to a terminological disagreement over whether the territories claimed by the Palestinians, Syrians and Lebanese should be described as “occupied territories” or “territories under occupation”.  Two other ministerial meetings on higher education and agriculture had to be cancelled due to the same discrepancy.  To tackle this problem more precisely, it is useful to refer to the “Barcelona Agreement” and the majority is certainly not aware of this. On 28 November 1995, an agreement was signed in the European Union, which was never shared with the citizens of European countries and was hidden from them. With these facts, not only have European politicians never tried to share with their citizens the truth of the Barcelona Agreement, concluded behind closed doors, but every group and citizen who criticises this situation has been called xenophobic and Islamophobic.
